TM 006 Afghan Baluch Textile Mystery

Clearly we are not sure what this is. It was identified as a silk-embroidered piece from the Afghan Baluch tribe, which leads us to think this might be a portion of fabric prepared for a traditional hat (we Googled Imaged the piece). Given its likely age (early 1900s courtesy of the Burr sisters), it is in very good condition.
Material believed to be silk embroidery on silk.
