Brass Oil Press Tool to Upcycle

In our online research, we only found one listing that looks exactly the same, an antique one priced at $ 299 on eBay. Ours is not that old and comes without the sieve bucket.
 
We would use this in a different way. Maybe as a toilet paper holder…
 
There is some tarnish on this item, and it appears it once broke and was welded back together as seen from the silver color at the base of the upright section. The base does have an interesting pattern.
