Brass Candle Snuffer with Twisted Handle

As shown in photos, this piece has the name CHAMBERS scratched into the side of the handle, which we believe was the name of the owner or the room it belonged it, not a brand. There are two markings inside the dunce cap shaped bell, but not identifiable. 
 
We believe this dates back to the early 1900s. It may have been repaired at least once as there is a different silver shaded metal on the bell cap seam. See photos.
